56 News State-owned proper ty is one of the key priorities of the government, as reiterated by Monaco’s state minister on 12 March, during a press business breakfast. Serge Telle reminded the assembled company of Prince Albert II’s desire to meet the challenge of housing for Monaco citizens by exploring all the different options, including adding two storeys to the Jardins d’Apolline development. “This is one way to transform a problem into an opportunity,” indicated the state minister, who gave the go-ahead to the technical feasibility of the project. Therefore, 45 new apartments will be ready in 2021 at the Jardins d’Apolline, whilst the delivery date and legal procedures will remain unaffected. In order to meet the always growing demand for state-owned properties, the government also envisages finalising another project, the Testimonio III, which would result in the construction of 150 to 200 apartments, also ready in 2021, alongside the existing project, Testimonio II. Minister of finance and economy, Jean Castellini, also underlined the fact that as well as these large construction projects, the government is also continuing its housing policy with medium-sized buildings, such as the Soleil du Midi in the rue Plati which, from 2019, will offer 25 further state-owned apartments: “Thanks to the healthy state of government finances, the state can now reposition itself in the property-ownership marketplace.” Between 2018 and 2021, 451 apartments should be built, in order to fill the gap in state-owned housing. The state budget may be able to allow the government to continue its pro-active construction policies for the moment but, according to the state minister, this may not be possible later on if the population continues to grow: “We can sustain the correlation between housing and Monaco’s demographics for the next 10 years but maybe not for 30 years.” This could be a “ticking bomb” that threatens to destabilise Monaco’s social model in the long-term. Priorité au logement Housing A Priority Le secteur domanial est au cœur des priorités du gouvernement, c’est en tout cas ce qu’a réaffirmé le Ministre d’Etat, le 12 mars dernier, à l’occasion d’un petit déjeuner avec la presse. Serge Telle a ainsi rappelé la volonté du Prince Albert II de répondre aux problématiques de logements des monégasques en explorant toutes les possibilités, notamment celle de surélever les Jardins d’Apolline de deux étages. « C’est une manière de transformer un sinistre en opportunité » a souligné le Ministre d’Etat, qui a confirmé la faisabilité technique du projet. 45 nouveaux apparte- ments devraient donc être livrés dès 2021 aux Jardins d’Apoline, sans que cela n’impacte pour autant les délais de livraison ini- tiaux ni les procédures judiciaires. Pour répondre aux besoins, toujours croissants, de logements domaniaux, le Gouvernement envisage aussi de concrétiser un autre projet, celui de Testimonio III, qui pourrait permettre la construction de 150 à 200 appar- tements livrables, eux aussi, en 2021, concomitamment à ceux de Testimonio II. Le Conseiller de Gouvernement Ministre des Finances et de l’Economie, Jean Castellini a aussi tenu à rappeler qu’en dehors de ces grands chantiers, le Gouvernement poursui- vait sa politique de logement avec des opérations intermédiaires comme Soleil du Midi, rue Plati, qui offrira, dès 2019, 25 appar- tements supplémentaires, au secteur domanial : « Grâce à la bonne santé des finances publiques, l’Etat peut se repositionner en tant que propriétaire ». Sur la période 2018-2021, 451 apparte- ments devraient être livrés pour pallier le manque de logement domanial.
